Live updates: Tough politics and a shooting on Day 3 of shutdown
The third day of the partial government shutdown proved tumultuous with tough words from President Obama and anger and irritation among lawmakers and the public, as well as shots fired near the U.S. Capitol.
A motorist was shot by officers after hitting a security barrier with her car outside the White House. A police pursuit followed, with officers shooting at the woman, who had a child in her car.
Earlier, in a speech in Maryland, President Obama placed the blame for the government shutdown squarely on House Speaker John A. Boehner (R-Ohio) and called for a vote on a budget -- minus any other measures.
This followed a meeting Wednesday evening between the president and top congressional leaders that seemed only to strengthen the stalemate rather than suggest a thaw.

Meanwhile, the shutdown has left about 800,000 federal employees furloughed, national parks closed, veterans’ latest claims unprocessed and other so-called nonessential functions of the government stalled.
