Senate Passes Water Bill; House Prospects Unclear

The U.S. Senate passed a modest California water provision early Wednesday, but it was unclear whether the House would take up the measure in the waning hours of the 107th Congress.
The measure would allow federal participation for the next three years in the California Federal Bay-Delta Program, which is designed to address water problems ranging from the San Francisco Bay Area to Southern California.
CalFed is intended to restore the Sacramento-San Joaquin Delta as well as ensure a reliable supply of water for farmers and municipal water users.
