Grand Jury Recruiting Has Failed, Report Finds

Orange County’s recruitment of grand jurors has failed to find residents who reflect the county’s demographics, especially when age and gender are considered, a grand jury report said Wednesday.
Those under 44 are underrepresented, while those over 60 are overrepresented, the grand jury found. Women are also underrepresented, the report said.
The grand jury’s outreach activities should be examined and streamlined by focusing on strategies for the broadest response, the report said.
