Senate Panel Endorses ’80 Women’s Rights Pact

The Senate Foreign Relations Committee sent a U.N. treaty on women’s rights drafted 23 years ago and approved by 170 countries to the full Senate for a ratification vote, rejecting Bush administration appeals that the treaty needed more review.

Signed by former President Carter in 1980, the convention has since been sidelined by conservatives who said it could promote abortion and undermine concepts of traditional families.

Committee Chairman Joseph R. Biden (D-Del.) said he believes the treaty would get the 67 votes it needs for approval.
