* Capstone Turbine Corp., a Chatsworth-based maker of microturbine power systems, has hired Susan Cayley for its newly created position of vice president and general counsel.

Reporting directly to Capstone President and Chief Executive Ake Almgren, Cayley will be responsible for leading Capstone’s legal affairs, including working on and streamlining a wide range of legal, corporate, intellectual property and sales and marketing matters.

Cayley is formerly of ACT Networks Inc.

Patrick Chow has been named chief financial officer of Tarrant Apparel Group, a Los Angeles-based private-label apparel maker. He formerly was company treasurer.

Martin Ross and Lisa Crane have joined the Los Angeles office of executive search firm DHR International as executive vice presidents/managing directors. Both Ross and Crane were formerly consultants with Stratford Group, whose assets recently were acquired by DHR.

Sharif W. Wiguna has been promoted to vice president, purchasing and distribution, of Panda Restaurant Group, a restaurant operator based in South Pasadena.

Chris Dorr has been promoted to senior vice president, programming, at Intertainer, a Culver City-based entertainment-related broadband service.

JoAnn Bourne has been promoted to head Union Bank of California’s commercial banking group, responsible for corporate and middle-market banking relationships. Bourne will be based in Los Angeles.

William Thomas Gould has joined KPMG as a manager in its trade and customs practice in Los Angeles. He is formerly of Importers Software Services Inc. of Huntington Beach.

R. Russell Hampton Jr. has been promoted to senior vice president and general manager of Baby Einstein Co., a subsidiary of Walt Disney Co.

Blake Thomas, executive vice president-worldwide marketing of MGM Home Entertainment Group, has taken on additional responsibilities that include day-to-day oversight of Metro-Goldwyn-Mayer Inc.’s pay-per-view and video-on-demand businesses.

Separately, Alex Carloss has joined the company as senior vice president, domestic marketing. He’s a former Walt Disney Co. consultant.
