* Hycor Biomedical Inc., a Garden Grove maker of medical diagnostic products, reported a fourth-quarter net loss of $417,000, or 5 cents a share, contrasted with profit of $172,000, or 2 cents a share, for the same period a year ago. Sales were up 10% to $4.5 million.

* Philip J. Terhorst has been named principal of Thomas P. Cox: Architects Inc. in Irvine. Before joining the firm in 1995, he was with McLarand Vasquez and Partners for more than 15 years.

* Best Software Inc. in Irvine named Timothy Leyden as vice president of finance and chief financial officer. Before joining Best, he was principal of Pittiglio, Rabin, Todd and McGrath, a management-consulting firm.

* Oakley Inc. in Foothill Ranch promoted Tommy Rios to the newly created position of executive vice president, responsible for the company’s global sales operation. He continues to oversee Oakley’s international business.

* Hispanic Broadcasting Corp., the largest Spanish-language radio broadcaster in the United States, said fourth-quarter net income fell 23% to $8.61 million, or 8 cents a share, hurt by lower advertising sales and higher costs to promote stations. Revenue was virtually flat at $61.3 million.
