Double Duty

Re “Prison Guards’ Pact Criticized by State Auditor,” July 31: I would like Inspector General Steve White to explain how he is saving money by retiring the current highly paid guards at 90% of their salary and hiring new guards at entry-level pay. It seems like he would end up paying double: once for the retired guard and once for the new guard.
