Putting an End to Butts at the Beach

Saying he’s tired of seeing beaches used as ashtrays, a New York state lawmaker wants to end smoking in most public parks and on beaches.
In a bill introduced this month, Assemblyman Alexander B. Grannis proposed a near-complete ban that would be among the most stringent in the country, with fines of up to $1,000.
“You put your hand in the sand and pull it out and have a handful of cigarette butts,” said Grannis, a Manhattan Democrat.
