The City Council on Tuesday voted to set aside $210,000 to hire a project manager and consultants to help the city in the planning process for the Headlands housing development.
Headlands Reserve LLC, the property owner, has submitted numerous development proposals over the years and is expected to submit a new one for city approval in the coming months.
According to a city report, the Planning Department needs to bring in outside help because it does not have enough staffers to devote to such a large project.
