Disabled Boy in County’s Custody

A judge in West Chester, Pa., awarded Chester County custody of a severely disabled boy whose parents left him at a Delaware hospital the day after Christmas. Police charged Richard and Dawn Kelso of Exton with abandonment of a child and conspiracy after they were accused of leaving their 10-year-old son, Steven, in an emergency room with a note saying they could no longer care for him.
