School districts from San Diego to Fresno lent support to Capistrano Unified School District’s long but unsuccessful legislative bid for charter status.
Senate Bill 1705 died in committee last week.
At least four other districts were rooting along with Capistrano Unified for the bill’s passage, which would have made it easier for Capistrano to draft and approve a petition to convert to a charter district.
Success of the bill would have paved the way for charter benefits in other school districts in the state. Their support may help Capistrano Unified resurrect the bill in next year’s session, said Mike Kilbourn, a lobbyist for the Orange County Department of Education who helped develop the bill.
