The law was passed when the 60-island Caribbean chain was a favorite vacation spot for hippies, who residents complained would sleep, drink and have sex on the beaches. . . . Carnival Cruise Lines is beefing up shipboard security. The A-PASS system, which is to be installed on all 14 Carnival ships, employs a card that is a combination room key, boarding pass and shipboard credit card. Installation is to begin by the end of the year. . . . The fourth annual Mum Festival at San Diego Wild Animal Park runs through Nov. 21. The festival is included in the park admission price of $19.95 for adults and $12.95 for children 3 to 11. Information: tel. (760) 796-5621.
