El Toro High School can strike up its band, thanks to the City Council’s decision Tuesday to close Toledo Way temporarily for marching practice later this month. The road will be closed between Ridge Route Drive and El Toro Road to allow the high school’s Royal Blue Regime marching band to rehearse for its appearance in the Portland Rose Festival Parade. The road will be closed for three-hour segments on four consecutive Saturdays: May 15, 22, 29 and June 5; and on Memorial Day. The closure will cost the city about $3,000.
