Phillips to Build 2nd Platform: The Bartlesville, Okla., oil company said it is installing the production platform in the South China Sea and plans to start new drilling soon. Production at the site is due to begin early next year, said John Whitmire, Phillips’ executive vice president for exploration and production. Phillips began producing crude in China late last year from its first platform. It reported average daily output of 10,000 barrels a day in the quarter that ended in June 30. China output boosted year-on-year production figures and lent some sheen to the company’s strong quarterly results.
