BASEBALL / DAILY REPORT : Umpires Make No Progress Despite Hopes

Major league umpires, hoping the end of the players’ strike would help resolve their dispute, were rebuffed by owners Tuesday, leaving in doubt whether the lockout will be lifted before exhibition games begin April 13.

“I thought the tone would be different today when we talked,” umpires’ union head Richie Phillips said after a four-hour meeting in Philadelphia.

No new talks are scheduled.

The players’ association was completing a deal to open a camp in Homestead, Fla., for Dave Winfield, Kevin Brown and more than 100 other free agents.

Former A’s manager Jackie Moore will be in charge.

Texas Rangers first baseman Will Clark sent replacement players in his organization a frosty message, telling them their on-field efforts during the strike wouldn’t be forgotten. Clark, appearing on a radio program in Dallas, singled out minor leaguers Rob Wishnevski and James Hurst, and said, “things are remembered in the long run.” . . . Houston Astro owner Drayton McLane gave each of his 32 replacement players a check for $10,000 instead of the $5,000 they were due. The St. Louis Cardinals and Florida Marlins are the only teams paying replacements the $25,000 they would have received had they started the season. . . . New York Yankee owner George Steinbrenner said he was embarrassed by General Manager Gene Michael’s recent arrest for drunken driving and suggested the incident could jeopardize his job. . . . Frustrated by the strike, Philadelphia Phillies catcher Darren Daulton resigned as the team’s player representative, citing a general disillusionment with lawyers.
