Northern Telecom Plans Joint Venture: The Canadian telecommunications company said the joint venture will make fiber-optic cable transmission systems in northern China. Northern Telecom Ltd. said it plans to own a majority of the venture, Shenyang Nortel Telecommunications Co., in a partnership with China’s Liaoning Posts & Telecommunications Scientific Research Institute. Terms of the venture, which is expected to begin operations by mid-year, were not announced.
