* * UB40, “Promises and Lies,” Virgin. If you’ve heard one album by this veteran English reggae band, you’ve heard them all. This adds some dancehall touches here and there, but the sound still revolves around the familiar shuffling gait and Ali Campbell’s limited, if distinctive, singing, as typified in the No. 1 hit version of “Can’t Help Falling in Love.” Any overall evolution is so subtle as to be negligible. The group begins an extensive Southland swing on Tuesday at the Santa Barbara Bowl.
