OECD Says Britain’s Recession Is Ending: The annual United Kingdom survey by the Organization for Economic Co-operation and Development and the quarterly review of the National Institute of Economic and Social Research give support to the government’s contention that the recession is ending. However, both surveys suggested that the recovery would be slow and not particularly forceful and, in addition, that unemployment would keep rising. The OECD survey reported: “There are signs that the recession has reached bottom. The OECD projects a modest consumption and export-led recovery in economic activity, starting in the second half of 1991.”
