The number of children either abused or at risk of being abused jumped 24% during the first five months of 1991 over the same period last year, according to the Orange County Child Abuse Registry. During the January-April period, 14,940 children were either abused or in danger of it. Anaheim and Santa Ana reported the largest number of cases from any single city--2,274 and 2,273, respectively. Stanton, however, had the highest rate per 1,000 residents--8.86.
