Bush Names Policy Aide

WASHINGTON — President Bush announced Wednesday the appointment of Richard Porter as a special assistant and executive secretary of his Domestic Policy Council. Porter has been deputy assistant secretary for policy review and analysis at the Treasury Department since February, 1989.
