West German authorities have arrested 13 Palestinians suspected of preparing a terrorist attack, an official said. Jochen Ruhland, chief prosecutor in Duesseldorf, said the Palestinians were rounded up in raids throughout the country. Hesse state radio in Frankfurt said the 13 are believed to belong to the Popular Front for the Liberation of Palestine. Ruhland said police are still trying to determine the precise target of the planned attack but that they have not yet made a connection with the Frankfurt trial of confessed TWA hijacker Mohammed Ali Hamadi, a Lebanese Shia Muslim.
