Record numbers of tourists crowding into Muir Woods may be admitted to the 553-acre redwood preserve by reservation only within two years, park officials said. Park manager Glenn Fuller said National Park Service authorities have decided to pursue a limited-access plan that would also include charging a fee to enter the Marin County park and a shuttle bus system to ferry visitors from a point several miles away. Last year, 1.6 million tourists visited the woods, and one month this spring 526 large buses clogged the narrow Shoreline Highway with 17,727 visitors. Another 115,395 tourists came by car.
