Justice Department officials said they are considering whether a court-appointed, independent counsel should take over a New-York based investigation of Lyn Nofziger, the Washington public-relations executive and former political aide to President Reagan. U.S. Atty. Rudolph W. Giuliani in Manhattan is investigating allegations that Nofziger, four months after leaving the President’s staff in January, 1982, contacted White House officials on behalf of a New York defense contractor.
