Former Hermosa Beach Fire Chief Ronald D. Simmons, suspected of illegally putting his wife on the city medical and insurance program, was charged with grand theft and insurance fraud. Simmons, 54, who was chief from October, 1981, until his resignation last year, allegedly submitted a false marriage date in order to have his wife included on his medical policy in 1984, the district attorney’s office said. Simmons, of Torrance, is scheduled to be arraigned Oct. 10 on two counts of grand theft and one count of insurance fraud. Simmons faces up to four years in state prison or a $3,000 fine if convicted.
