Pomona : Moratorium Not Extended

The City Council fell one vote short of approving an emergency resolution that would have extended a moratorium on small-scale commercial development along South Garey Avenue.

The 3-1 vote, with Vice Mayor Mark Nymeyer absent, would have extended by 10 months a 45-day moratorium on development projects of less than five acres that was passed by the council in June.

Under sate law an interim ordinance, such as a moratorium, can be placed in effect only with a four-fifths vote of the council.

A memo from Ronald Smothers, economic development manager, recommended that the moratorium be approved to “prevent uncoordinated and disjointed small-scale commercial development . . . which will not be a benefit to the area’s overall growth.”

The proposed development ban, which would have permitted some small projects through conditional-use permits, will come before the council for a second vote on Monday.
