Local News in Brief : Burbank to Amend Project Review Process

The Burbank City Council has agreed to amend a controversial ordinance governing the review of developers’ initial construction plans.

Several developers have criticized the 1985 ordinance, which provides for “one-stop” comments from municipal departments on the suitability of a proposed project before a developer prepares a complete set of building plans.

In a memo to the council, City Manager Robert R. Ovrom said the current review process gives city staff members discretion to “enforce requirements which exceed city codes” on matters such as building setbacks and parking. This “drives developers crazy because they do not know in advance the rules by which they are supposed to play,” he said.

The ordinance is expected to come before the council again in six months after city officials draft the amendments.
