Surrogate Parents: Approved and sent to the Senate on a 41-27 vote a bill (AB 1707) by Assemblywoman Jean M. Duffy (D-Citrus Heights) to set up a contracting process for childless couples who wish to use surrogate services, such as artificial insemination or an ovum transplant, in order to become parents.

Airport Noise: Approved and sent to the Senate on a 49-11 vote a bill (AB 1801) by Assemblyman Richard Robinson (D-Garden Grove) that would limit airport noise nuisance lawsuits by allowing nearby property owners to sue only once unless jet noise substantially increases.

Toxics: Approved and sent to the Senate on a 54-18 vote a bill (AB 1655) by Assemblyman Rusty Areias (D-Los Banos) to require the state to develop a program for the collection of household hazardous wastes during May-September period in 1987.

Whistle Blowers: Approved and sent to the Senate on a 72-0 vote a bill (AB 1916) by Assemblyman Larry Stirling (R-San Diego) setting fines of up to $50,000 for state and local government supervisors who threaten or punish employees for exposing waste, wrongdoing or public health threats.

Senate Floor Action:

Service Station Restrooms: Approved and sent to the Assembly on a 24-4 vote a bill (SB 826) by Sen. Bill Greene (D-Los Angeles) to require service stations with restrooms to provide clean toilet and hand-washing facilities for patrons.

Financial Planners: Approved and sent to the Assembly on a 24-6 vote a bill (SB 315) by Sen. Joseph B. Montoya (D-Whittier) to require state regulation of financial planners. Failure to comply would make a planner liable for up to three times of the amount of his commissions and fees.

Child Support: Approved and sent to the Assembly on a 21-8 vote a bill (SB 1129) by Sen. Diane Watson (D-Los Angeles) to allow a child to sue a divorced parent for child support after reaching the age of 18 to pay for a college education under certain circumstances.

Campaign Finance Reform: Approved and sent to the Assembly on a 22-10 vote a bill (SB 90) by Sen. Bill Lockyer (D-Hayward) to set up new campaign financing rules for legislative candidates. Candidates would select one of two options, contribution limits and no expenditure limits or expenditure limits and no contribution limits.
