Steel imports exceeded Reagan’s 1985 targets.

With 1985 import tonnage capturing 25.2% of the U.S. market, the American Iron and Steel Institute declared that the Administration’s negotiated trade quotas “failed to bring imports down anywhere near” the 20% market penetration level promised by the President. In addition, the institute reported that steel imports surged nearly 28% from November to December, pushing the 1985 total well above the 24-million-ton target set by the President.
