U.S. and Angolan officials ended two days of talks in Lusaka, Zambia, on independence for Namibia and the presence of Cuban troops in Angola. U.S. Assistant Secretary of State Chester A. Crocker told reporters that his meetings with Lt. Col. Alexandre Rodrigues, Angola’s interior minister, pave the way for future talks. He said the United States wants to “re-energize” the talks, which broke down after Congress repealed the Clark Amendment prohibiting U.S. aid to rightist Angolan rebels.
