A federal court dismissed a suit by Louisiana Power & Light that sought immediate electricity rate increases to help pay for the $3.5-billion Grand Gulf I nuclear power plant built by the utility’s parent, Middle South Utilities. Louisiana Power, which declined comment, had said it would face bankruptcy proceedings without the boosts . . . Gibraltar Financial withdrew a registration statement with the SEC for a public offering of 3 million common shares, saying it took the action “in view of current market conditions” in which the price of its stock has eroded.
