A New York judge forbade prosecutors and defense lawyers from publicly discussing the merits of the criminal fraud case against former Labor Secretary Raymond J. Donovan. Donovan resigned from President Reagan’s Cabinet on March 15, hours after New York Justice John P. Collins refused to dismiss an indictment charging fraud in a subway project run by Schiavone Construction Co., which Donovan co-owns.
