A man suspected of being under the influence of the drug PCP died while in handcuffs and leg restraints on a sidewalk, Los Angeles police said. Gene Fuqua, 34, was “thrashing about on the ground” outside an apartment complex in the 6600 block of 11th Street, when police officers handcuffed him, Officer Harry Edo said. “Shortly thereafter, he ceased movement and died,” Edo said. Fuqua may have died from an overdose of PCP, an animal tranquilizer also known as Angel Dust, police said. An autopsy was scheduled.
