Lazarus: Berkeley’s energy plan is too costly

The Northern California city of Berkeley is being closely watched as it prepares to vote on a plan to require increased energy efficiency in all homes. In some cases, this could cost a homeowner more than $30,000.
Los Angeles Times consumer columnist David Lazarus thinks that Berkeley’s idea to promote energy efficiency isn’t bad -- but that this is definitely the wrong time for such a move.
