Ficker rallies to build city hall next to library
Newport Beach architect Bill Ficker is gathering signatures for a ballot measure that would build a city hall next to the central library on Avocado Avenue.
He had an architectural model built, complete with tiny palm trees, to show what it might look like to have a building on the site.
The parcel is slated for a park, which Ficker believes can also be built. Opponents of his proposal want to preserve the site as open space.
