CITY FOCUS:Taxing situation for bowlers

The City Council has come to the rescue of Laguna’s Lawn Bowling Club, which was faced with a huge property tax increase.

The property on which the club sits at Heisler Park is owned by the city but used exclusively by the club, which does not pay for the privilege but is responsible for maintaining the grounds, according to city officials.

Recently, the county tax assessor reviewed the lease agreement between the city and the club and determined that the club should pay about $9,000 in property tax for the tax year 2006-2007. The club’s tax payment for the previous year was $80.

The council approved revisions Sept. 19 to the Lawn Bowling Club’s agreement with the city for a retroactive 50-year lease that would restore the lower property tax value.

The amended agreement is nonbinding and cancelable by the city with 90 days notice. It is retroactive to Nov. 21, 1978 — the date of the original 50-year lease — to reflect the intent of the city and the club that the lease would be ongoing, not a year-to-year rental.

The Lawn Bowling Club has been in operation at the ocean-view site since 1931 and celebrated its 75th anniversary this year.

This week, the club will host the Michael Ashton-Phillips International Challenge, bringing lawn bowlers from around the world. Some of the finest lawn bowlers from 10 countries are expected to compete in this year’s games.
