Volleyball Professionals Paul Mitchell Open hit the sands of Surf City.

in the third of five competitions that make up the AVA California Crown

Cohen has previously denied allegations that his business is operating

illegally and has questioned why city officials are going after him and

not other recycling centers.

On Tuesday, Dougherty questioned whether the city had given his client

enough warning time to defend himself.

Collins said the city is required by law to give 10 days’ notice, and

that the city sent notices on June 12 and June 13. Nothing that happened

should have been a surprise to Cohen, he said.
