Scouts of America Orange County Council with the presentation of the

Silver Beaver Award. More than 500 people attended the ceremony at the

Doubletree Hotel in Costa Mesa.

Costa Mesa resident Chris Spenser has served the Scouts for the past 10

years as committee chairman for Troop 188. He received the Cubmaster

Award, Boys Scout Leader’s Training Award and District Award of Merit in

1997. Spenser is active in Elks, Shriners, elementary and high school

Costa Mesa Police Officer David Walker was honored for his leadership

with Police Explorer Post 197 for the past 16 years, as well as Post 198

in the South County Exploring Division. Active in AYSO as a coach and

referee, Walker was named Referee of the Year in 1995 and in 1988 was

named Policeman of the Year in Costa Mesa.

In 1999, some 12,000 Boy Scout volunteers dedicated more than 1.7 million

hours of time to youth programs. The 22 men and women honored with the

Silver Beaver have a combined 432 years of volunteerism in Scouts.

“Society is in search of heroes,” said Scout Executive Kent Gibbs.

“Tonight we’ve seen 28 heroes.”
