PROGRESS REPORT
The City Council and Planning Commission will have a joint meeting to
review the planning and development activity in the last year,
particularly the five major general plan amendments going through the
city now.
The two panels will also review the goals they set in March 1999,
including doing long-range planning and creating a vision for the city.
What to expect: Because many of the pending general plan amendments --
including the Newport Dunes hotel and Newport Center expansion -- have
been campaign slogans for the Greenlight initiative, the measure is sure
to be a topic of discussion, even if only by audience members.
LIBRARY BATTLES
City Councilwoman Norma Glover, at the Jan. 11 meeting, requested a
report on the differing responsibilities of library board and foundation
as well as the arts commission and foundation.
Staff compiled basic information about each organization and will present
it at the study session.
The issue has come to the forefront because of an ongoing dispute between
the two library groups stemming from philosophical differences on
money-raising.
What to expect: Because there are strong personalities on the library
board and the foundation, discussions tend to be fairly spirited. This
could be heightened considering that the two boards appear to be at an
impasse on a cooperating agreement.
NO VACANCY
Appointment of a new planning commissioner to fill an unexpected vacancy
on the panel will be discussed. Because the open term will expire soon,
the council is recommending extending the new term until June 30, 2004.
Planning Commissioners are nominated by a committee and voted in by a
majority council vote. Council members will vote by paper ballot.
What to expect: One of the two nominees, Steven Kiser or Earl McDaneil,
will be appointed to the post. According to their applications, Kiser is
an attorney with a history of involvement in youth sports and McDaniel is
vice president of Fullerton Community Bank who has served on citizens
boards and homeowners associations.
