Driver charged with hit-and-run, manslaughter in Laguna cyclist’s death last year
The Orange County district attorney’s office filed charges Wednesday against a 20-year-old Emerald Bay resident accused in a fatal hit-and-run involving a cyclist last year, Laguna Beach police said.
Dylan Randluby is charged with felony hit-and-run and misdemeanor vehicular manslaughter in the collision on North Coast Highway that killed Laguna Beach resident John Colvin, 55.
Randluby was traveling north in a 2005 Toyota Prius on June 17 when it veered out of its lane and struck Colvin as he was riding his bicycle, police said.
According to police, Randluby continued driving with a shattered windshield. Witnesses told police that the driver had to lean out the window to see the road.
Two witnesses followed the Prius until the driver pulled into the El Morro Elementary School parking lot. One witness detained him while another called 911, according to police.
Police Capt. Jason Kravetz did not comment on whether drugs or alcohol were found in Randluby’s system.
“I’m unable to release this information because it is part of the case,” Kravetz wrote in an email. “I can tell you that he was not charged with driving under the influence.”
